7805 voltage regulator question

When I hook my battery up to a 7805 and check with a multimeter I get 5v as u should. However, after soldering the leads to the regulator and I only get around 3.5v. This has now happened with 2 7805s and I was wondering if id burned them out by heating them up too much with the soldering iron. Any help would be greatly appreciated.

Note to self, make sure I'm checking the right leads...
