To get legal games, go to AtariAge and download their Homebrew games. (there's more sites with homebrew games, just Google "[system name] homebrew".)
As far as dumping your own ROMS, you will need to make/buy a box which connects between the cartridge and the PC. I know these exist, but don't ask me. I know nothing about them!

PS64 is actually a PSX in a 64 case (a n64 combo would be HUGE!) im in a much better mood but still trying to decide weather to continue or not

Also, it says that they need to be backed up onto the same medium. Game carts must be backed up to game carts, cds to cds, etc..
Besides, there is proof in the absence of lawsuits: if Nintendo thought they had a good case and could sue all the American companies who openly sell GBA flash devices, they would, tomorrow. That they don't says a lot.
