To get legal games, go to AtariAge and download their Homebrew games. (there's more sites with homebrew games, just Google "[system name] homebrew".)

As far as dumping your own ROMS, you will need to make/buy a box which connects between the cartridge and the PC. I know these exist, but don't ask me. I know nothing about them!

Not if you live in America, have dumped them yourself, and still own the original. You're allowed one backup.

Wrong, read the DMCA more closely.

Wrong, read the DMCA more closely.
DMCA: "a person who has lawfully obtained the right to use a copy of a computer program may circumvent a technological measure that effectively controls access to a particular portion of that program for the sole purpose of identifying and analyzing those elements of the program that are necessary to achieve interoperability of an independently created computer program with other programs, and that have not previously been readily available to the person engaging in the circumvention, to the extent any such acts of identification and analysis do not constitute infringement under this title." You tell me how emulation isn't what's written in bold.

How about you read Fair Use: "the purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes;" ROMs you have dumped are for non profit/educational purposes.

I don't see how playing roms can be considered fair use.
Also, it says that they need to be backed up onto the same medium. Game carts must be backed up to game carts, cds to cds, etc..

I hope that someday the DMCA will be done away with. It takes away our freedom. What good is a game/movie/music if you can't copy it onto other mediums and modify it to your liking? (for personal use only, of course)

I didn't say playing, I said backing up, though I doubt it changes anything.

Besides, there is proof in the absence of lawsuits: if Nintendo thought they had a good case and could sue all the American companies who openly sell GBA flash devices, they would, tomorrow. That they don't says a lot.
