trouble with cube

alright just got done soldering regulator board to motherboard and went to check and see if i was good and no it wasn't.......so i got a fan coming on and screen flickers when i first turn it on other than that it don't do nothing....from what i remember from reading before i started i have to bridge a fuse on regulator is that right or do i have bad solder

figured its a bad contact on the regulator...next question would be is their another leg i could use for pin 21=12v?

i checked it with continuity and pin 21s bad thats the only pin i dont get reading on
