Says its a CD-I player. And that he got it opened and only ues it for testing. Also mentioned that he saw them going for $175, thats pry his reasoning for having the BIN price at $150, though why do that? If he had made the bid price like $100 he could make a lot more from people biding then the BIN.

You don't remember the CD-i? It was a set top box standard that was suppposed to have the best of both the PC and game consoles worlds. Didn't do either PC or game console stuff well, and eventually died a slow death. This looks like a Japanese portable version.
About the only thing it's usefull for now is playing VCDs, if it has the MPEG card.
