I don't know, honestly; probably something included for servicing the system that the customer isn't supposed to know about. That's my guess, anyways.
However, I've heard it's very bad for the fans (possibly for the rest of the console, too, but I doubt it), so I'm never gonna try it myself.

When I try getting dust out of something with even with a full vacuum, pretty much all of it stays.

It won't be bad for the fans, Fans are usually rated for 12v DC, but are given less to be quieter, all this does is put them up to 12v for that time.
I'd be willing to bet that Sony people put that rumor out so people don't do it/it got overblown like the RRoD issue did. (Which was bad, but not nearly as bad as people said)

Running the fan full tilt won't dislodge a whole lot of dust. To really clean the heatsink out you need to take the cover off and use an air compressor.
