Atari on a chip?

I'll apologize in advance if this is posted somewhere else. Are all of the various atari remakes just Nes-on-a-chip? Much like this here. There are about 1001 different versions of these atari remakes sold at the Gamestop near where I live. I don't want to waste my money if they are all just NOAC's playing atari games.

Is it possible to use one of those NOAC's, from an Atari remake, to create an NES portable without too much extra work, as compared to the work required for THE SUPER JOY FUN STICK PLAYER. I only ask because those are slightly cheaper and easier to come by.

not always sometimes they dont use all the lines like you wont have all 8 buttons you will have 5

Ah shucks, I do happen to have one of the SUPER JOY FUN STICK PLAYERS, but I don't want to take it apart if I don't have to (as if someone is forcing me to make a NESp). They are hard to come by, and a Genesis-like controller pluged into an N64-lke controller/system playing NES games apealed to me bizzare sort of way.
