I have 007 Goldeneye ROM and im using Project 64 to emulate it, but the screen constantly flickers, does anyone know anyway to fix this ?

Or, can anyone else recommend another emulator?

Other roms play fine and i know the rom is a good dump too :(

Im running @ 1.8ghz, 256mb ram and radeon 9600 pro 256mb

Its defintely not my comp, does anyone else have this problem, or can anyone recommend another good emulator...

Try 1964 it's a good emulator, not as nice as PJ64 but still nice.
As for your problem, try messing with the settings and if that don't work try a dif goldeneye rom. Sometimes even though it says it's a good dump it's not.

Edit: Check your plugins too. Make sure they are up to date and correct for your hardware.
