would it be possible in any way, shape, or form to create a portable based off of Mednafen? you would have to create a MoBo and be very skilled, but how would you do that?

you could use something like a mini-iTX motherboard, arround 6.5" x 6.5"

doesnt look like a motherboard to me, possibly some form of expansion slots, ATA, SATA, PCI or something on the bottom of it,

Well, I know there are versions of Linux ( http://advancemame.sourceforge.net/cd-readme.html ) made for MAME that also support other linux emulators, but this looks like it might be better. I'd say a uATX mobo with composite out or better yet onboard VGA that can support 15khz output would be nice.
That SBC posted most likely wouldn't have enough power to emulate anything larger than an NES, and storage/other interfaces would be difficult.
