Why is there a video showing what the performace is like with the NES under-clocked?

Scientific interest. And it's damned funny. And makes it easier to spot lag in games if you could not identify it already. :)

As for where to get oscillators, I buy them at http://www.digi-key.com. They're about $1.79 apiece, not too cheap but you only need a few to test a good range of speeds.
