I doubt such a program exists, but I'm looking for a program that will display a see-through image on the first layer of the screen like it's a program that's open (not minimized). Then I need to be able to click on the program that's open behind the image without the image disappearing.
I know it's a really odd program, and I probably didn't explain it the best. I want to use it for making pcb's in EAGLE from a scanned in PCB. Kind of like tracing a picture in paint.
Edit: I found out that if you run "import-bmp.ulp" from EAGLE it will draw a bmp image to the background.

oh man i totally had this skin for window binds that alpha blended any thing, used to rotoscope with it.
