You need to make some sort of cowling for it - something to direct the airflow where you want it. Cut some slots in the metal PCI slot part, attach the fan (yes, use some short risers), then essentially seal off the area below the fan.

John- the Card is non-functional so Just use risers so air can get beneath?

Yep! And obviously you don't care about drilling holes for the risers since the card is nonfunctional. (obviously cut off the part that sticks in the PCI slot itself)

since it it a low profile card I don't think this would work. I might have to pick up a cheap nvidia 5 or 6 series card that is non-functional. take the heatsink off and use that. or I could just make the whole thing out of plastic?

You could just make the whole thing out of plastic. Re-use the metal bracket from that dead PCI card to have a method of mounting it. The basic concept is the same though.

The Air would be pulled through the hole and hit a wall. the air has no where to go but out the vent holes.
