Could i have a mini rca monitor connect to a mini-itx board (vga) with this?

Or if i Find a TV out Itx, Could I just connect rca on mobo to screen?

no.
You could find a tv out itx board and use that though.
Or you could try and see if power strip will be able to change the vga output to 15kHz

The only ruler I have around is only inches. How many inches is 170mm?

170mm = approx. 7"
10mm = 1cm
1"= approx. 2.5cm
aka. 1" = approx. 25mm
