PC monitor cable ending in rca out?

Hey, new Idea, new question. I figure this is the closest forum to the question I have so.... I recently bought my GF a psone off of ebay, and it came with an adapter that plugs into the port on the back of the psone, but instead of having the rca outs on it, it has rca input...Very interesting. Now my GF would like to play this on her pc monitor, but neither of us has uber cash to buy a VGA box, so Im wondering if there is some way to hack a cable or make a device or something to make a monitor cord end in rca cables so she could do this...you guys following? If there is a cheap adapter out there ive missed ($20 or less) please post a link... Any help is GREATLY appreciated.

Well, it does put out RGB signals, but there's 2 sync signals, horizontal and vertical. I'd just get a converter box off ebay (new wones are about $100 last I looked)
