Eh, probably not enough resistance otherwise for it not to be a short.

Maybe I'm missing the point of your question, but an amplifier circuit like that one (Yes, that's what it is, formally) sets out to produce a voltage within a certin range. It does this by changing the resitance between the collector and emitter of the transistor. This forms a voltage divider. Lets say, for sake of argument, that in one instance the transistor would short the collector and emitter. Then the ratio would be close to 1 (220/253) and the output would give you something close to 5V in that instance. Lets say on the other hand that the transistor would take on a resistance of 10 kOhms. The ratio would be closer to 0 (220/10033) and the output voltage would closer to ground potential.
If you leave it out, it's like connecting the output line directly to +5V, just through various resistor values. It would still come out as +5V on the other hand, rather than as an actual signal.
