Most of the stuff you need can be scrounged from an average basement.
Perf-board is the only strange ingredient, but I have that already anyway.

I'd say from 0-$20 total, assuming you have a 2x4 and some screws, maybe some caulk.

Cost me about £12 as I had to buy most parts; although you can make it far cheaper. In its basic form, 90 degree plumbing extension for your vacuum cleaner, hole cut into sheet of MDF and hole sealed around edges; the MDF balanced on two boxes and sheets of material which have loose fibres and full of holes - or make a sealed enclosure as I did.
