Umm... I think this thing has already been built. It's called an Action Replay. They are fairly rare, and I have seen them sell for 60 dollars on E-bay. Also, this has no relaiton to the Action Replay that you see in the US right now. The way you'll tell it's the save state thing it because it will be shaped like an NES cart, but with another 72-pin adaptor on top, and it's in a clear plastic case. Just thought I would mention that, because there is another thing for NES which has a similar name but is basicly a european game genie.
