EPROM Programming

ok I recently stumbled overthis (from hack-a-day no less)

and I really want to start programming eproms... can someone help me with the scematic since he said he used a different pin labeling system...
Also, could someone help me with the C code he uses, I am not much on code and I do not have a way to read C anyway...
so I need help with...
1) reading the scematic and what chips are needed (couldn't get a product number...)
2) deciphering the C code and programming the eprom
3) a eprom that is extremely cheap and can be bought in bulk and used with this schematic
4) a "For Dummies" approach would be nice

1) the schematic is clearly labelled by pin # and signal. All chips are 74x series as stated on the page
2) the C code is just code, you can read it in a text editor if you want. It needs to be compiled to be used
3) He labels it to work with the 28x256 eeprom, but it might work with larger 28 pin eeproms
4) Maybe save up the money for a cheap programmer You can get one for $20 that only programs serial programmable eeproms, or a $50 that works with most things.

BTW, EPROMS aren't EEPROMS.

ok Atari DUH! Eprom is a designation for erasable programmable read only memory
there are eeproms which are reprogrammed electrically and the usual uv eprom which are erased by UVradiation bouncing off a silicon disrupting magnetic programming of the ROM
thanks gannon All I ever saw on the lines of programmers was the blasted willheim programmer that is like 200+ bucks
I wanted a cheap alternative for some cart reprogramming could you link to those that are really good (and have a list of eproms they can use)

ok good I just really want an EPROM writer that works with EPROMS that can be programmed to make NES Flash CArts and the like...
also mabye a reprogramming of my XBOX's BIOS or something in the like.
I just need to know what EPROMs you recommend and all
does this one work with just the USB or is both the SErial needed and the USB needed just for power?
