No, it is as they said- an NES emulator. NUON was a special format that played specific games, but I guess it's easier to write an NES emulator than support a fledgling format such as NUON 
I wouldn't say that the emulator sucked because pirates made it. Rather, most DVD players just are too dedicated to running DVDs to run software, even though I suppose it's possible with some. It's possible they just wanted to have some extra selling point that's kinda neat... and I think in that respect they succeeded (hey, even if it doesn't play them well, who else can say "My DVD player plays NES games!" (except for JackFrost, because his stuff can do anything

The Pockefami does exist, I saw it in Akihabara about 2 weeks ago. And yes, it does look like that. And yes, it costs about $120 so no, I'm not buying one

I've seen them on ebay. I dont think that its a NOAC as its size is rather big for such a thing. As for playing US/European games there is really no way of incompatablity. Just buy an adapter and plug the game in.

If your portablizing than all you need is maybe one controller port from the NES (US and European) for 2nd player. Most of the pins on the Famicom ports are not used so you shouldnt have a problem.
