Well, R1 determines the charge rate of the batteries, and a current drop over R2 (the potentiometer) when the batteries finish charging should make the PNP transistor switch, activating the relay which should cut off the charge circuit. Odds are I made some errors in that schematic, I had a better version last fall but lost it in a server crash, this one is just a quick draw up of a crappy hand drawn one I found in my stack.

Actually, the potentiometer looks right, if anything is wrong it's the diode and the post charge section (looks like it needs a diode in that area to prevent battery damage/fire)
Edit: looked back at it and noticed that it's a center tapped symbol so one of the wires should be attached to the middle lead, not the end lead.
