You brain always uses both the Rods and Cones. Just that the cones only work well in bright light. So in lower light intensity what oyu see tends to be more black and white as the Cones are rendered less useful and the Rods just see a brightness so you get sort of like a gameboy colour playing a gameboy classic game type colouring.
