What would be good to use as a spacer between the plastic buttons and the tacts? The buttons don't quite reach on my GBA SP mod...

You can take a soldering iron and melt some plastic onto the bottom of the button, basically fusing them together. You could cut a rectangle of spare plastic and melt the end of it and the button together. The other end would reach down far enouch to hit the switch.

I cut up bits of perfboard and superglue them to the bottom of the button. If you need more height, just cut off another little piece and superglue it to the bottom again. I usually run into the problem that the bottom of the button is not flush and I'm using rubber membrane tact switches, so I need a good solid bottom to the button to get a good "squish".
