Complain to eBay, and hope for the best. Really, though, keep trying with the seller - they're usually less cooperative once they've got the people at eBay looking into things.

If you used paypal, you can start a paypal claim. Deadbeat sellers respond to those much better than just an e-mail. If they still don't respond, PayPal will usually issue at least some of your money back.

Seconded on Tibia, that is what I would do. You can also take it to ebay on your My Ebay page, you should be able to escalate a claim telling them that the item was not as described.

Actually, you file a dispute and then it escalates to a claim if you still can't get a hold of him. If the seller still doesn't respond or give you a refund, paypal will usually give back at least part of the money, if not all. If they don't give it all to you, you're probably just screwed out of the rest.
