Idea for an open-based Carmen Sandiego engine

What i find surprising is that people have these idea's yet won't spend the time to learn to code or take the easy way out and use a damn free engine that can do it yet they still don't wanna script.
Either learn or use a game creator tool or don't bother posting about it cause really who would want to spend the time creating the game for someone who has an idea unless it was a community thing

It would be a community thing. And there is NO game engine out that would accommodate what I wanna do or see.
