You could get a microATX, 5" touch screen panel and a 20gb 2.5" hdd, and a wireless card. hell, a lot of microATX now have wireless right in there.

For the system, a MicroATX or just a laptop mobo would be best, then attach a screen and battery with a bunch of buttons.

They already sell WoW portables. They're called laptops...

Would the graphics systems in those ultralight PCs be able to handle such a complex game?
But yeah a laptop is your best bet. Get a really small one and build it into a handheld case. It's going to be very expensive.

The cost will really depend on the size, and what you want.
I tried making a PCportable, as has tom61. It's a lot more difficult then it would first seem. I tried three times, tom61 started months ago and seems to have run out of free time....
But....
A Mac Mini motherboard would give you almost exactly what you need in terms of power and size... yeah... The intel version have a GMA950, which is easily capable of running WoW, especially considering how well low resolutions look on smaller screens. Of course, good luck finding just a Mac Mini motherboard.

Take a look at: http://homepage.mac.com/peter_green/MMP_MkIII_Tablet/
The most expensive thing will be the mac mini itself, see if you can get a discount (i.e. you're a University student) or find one used for less than retail. The screens run from about US$89 for a VGA res Hong Kong special to the US$199 Lilliput that the MkIII above uses (a lot better quality). The battery array will probably be third, and probably the most difficult to choose. A case you could make fairly cheaply out of plexiglass.
One thing to think long and hard about is the input. A touch screen alone doesn't seem to me to be good enough for WarCraft, though I haven't played WoW.
