I called, and for some reason the most illiterate person had to talk to me..."What's your ISP adress" So I give it to her xxx.xx.xxx.xx (or something like that , but real one, I'm anynonomous here) and she says no, AOL or Verizon... So yea, basically she said that I would have to if I wanted Microsoft vouchers, even if I did buy it from Dell, and if I didn't she said straight down to drop XP, meh, screw it, I'll just get this piece of crap of my back....

It's a class-action lawsuit settlement. They only want to know what software you have to determine how much money they owe you.
My dad and I got something similar a couple of years ago, and when we filled out the forms, we found that based on what Microsoft software we had purchased, we were each supposed to get a voucher good for $100 credit towards purchase of computer software (note this is any computer software, not just Microsoft). We never got the vouchers though. I think someone at the post office swiped them.
Just read it again and pay attention - it must say exactly what it is and what you need to do, and what happens if you do it (and if you don't). There is no way they can force you to stop using software you already have, whoever told you that was mistaken.
