The centre pin is the signal. The other one is just a ground sheath.

If you mean 60Hz, and it won't work, then it's a PAL screen. The PS1 screen is not multisync at all. You need a converter.

VGA signals are generally at 31KHz or higher vertical frequency. PAL/NTSC are around the 15KHz range. You can't connect a 15KHz PAL/NTSC or even 15KHz RGB signal to VGA, no matter whether its at 50Hz or 60Hz.
As previously stated, you need a multisync screen. Or, alternatively, you could try feeding RGB+Sync to the PSOne screen (I'm currently using a 15KHz RGB+Composite Sync input to my PAL PSOne/Zenith screen and it looks great, but this is from a 50Hz source), it may well be more tolerant of that at 60Hz than composite. Anyone here doing that?
