hmm.... yeah, it seem that voltage isn't getting past the black chip bellow the fuse. Also, the fuse is fine.
If anybody could check to see if voltage normally goes past this, that'd be great.
Basically, voltage isn't getting to the power switch either, which I think is past the chip.

hmm... another thing that I just noticed.
I checked with mz multimeter and one side of the chip is ground, and one side is V+.
That`s not really odd, but what is odd is that when I bridge the 2 sides of the chip (a resistor I think), The power LED turns on. So I`m pretty sure thats what is fried.

Edit:
Another problem.
I did what I showed above, and although the power LED does come on, The button doesn't work. I tried connecting points on the button, and it did change the LED from red to green, and the dvd drive seemed to power up, but the screen only showed a flicker and went to black again. Also the fan didn't power up.
