Includes but not limited to: SNES, Genesis, Sega CD, PlayStation 1, Nintendo 64, Dreamcast, Game Gear and I guess the Virtual Boy.

To give you an idea of the ridiculous complexity of this, I give you marshallh's work-in-progress cartridge emulator for N64:

To answer your question, yes, it's probably possible, but it would require a LOT of knowledge and time.

Fight MS Paint abominations! If you don't have a camera, go here, and pick something 3 megapixels or higher.

Sure. A PSP would work fine for this. As well as a Dingoo, GP2X, Pandora...
If you want it to be a SNES, this would work.

Awesome! I was hoping there'd be something like this for the SNES

Now someone just needs portable using this instead of cartridges

Wouldn't you rather have a standard cartridge-based portable anyway if you were using original hardware?

Than you could use the flashcart if you wanted to, but it wouldn't be limited to it. Plus, that way, you can use the cart you just paid $130+ for on other systems besides your portable.

Also, you have to do the tab-cutting mod on american SNES's to use that cart. (Its in a NTSC-J based case.)
Cheers,
