Cut the wrong chip on NES

My friends power buttom kept flashing when you would turn it on and I looked on the internet and saw that you could cut the 4th pin on chip 3193A. Well I found the chip and looked away for a second then I looked back and thought I was cutting the fourth pin on 3193A but I cut the fourth pin on 8849H. We tried the nintendo anyways and the power button stayed on like it was fixed but the screen just stayed blue. I'm assuming the reason its not working now is because I cut the wrong pin. Can anybody confirm this or tell me if there is a way to fix it?

When I pulled clipped it off with the screwdriver it came off
