Having problems with video...

Hi everyone,
I'm new so first, hello everyone! Second, I'm having a little problems with the video. I have the initial test model hooked up to a RCA cable plugged into the TV. The problem is that when I turn on the system, the TV acts like it wants to come on, but there is no picture. The only problem that I can see is that my multimeter is showing around 4 volts and not 5 going through the board. Has anyone had this problem? I know it could be a million and one things, but, are there common problems that anyone has seen? Thanks for any suggestions.

Last thing I did wrong with video and audio was I had positive and negitive mix up. If you made the same mistake than the negitive (or ground) is connected to the iner part of the plug, and all I got out of it was a black screen with very little static.

The 4v thing I cant help you with, althoug the board does have quite a lot of resistors on it.
