css is a very broad topic that changes a lot...
if you want a refresher, I recommend w3schools.com
take the css course (and any others you want) and you'll be fluent in no time.
also, remember that formatting with html tables is "evil" now (because that's not what they're intended for)
always use float to position objects and use a list styled to display:inline (instead of block) to make a horizontal navbar
remember that sometimes you'll need to add <div> tags so you can position and style their contents
