Here's a way to get it with the XP Start menu:
1. Right-click the menu, select Properties.
2. Click the Customize... button
3. Click the Advanced tab
4. Scroll down the list and check the box next to "My Network Places".
5. Click OK.
6. (If you want it on the Desktop) Right-click My Network Places, select "Show on Desktop".
Windows already gives you a way to make a shortcut, why reinvent the wheel?

School PC?
Try typing "My Network Places" into the address bar in IE or a Windows explorer window.
