Minimum voltage needed for a DS Lite to power on

Not sure if this is the right subforum as this is not strictly hacking.

I have a DS Lite that won't power on or charge. I was told the console works, but the battery is discharged. I've measured 3.3v coming out of it. Is this enough for the DS to turn on, even for a second?

I've also checked EM10, F1, and F2 and they seem to be fine. L2 is there and looks OK, too. Also checked some diodes near EM10, they work. Any other ideas as to what might be wrong with the console? Is there any cable that is needed for it to power on that I might have missed?
