Wow, I suppose this is a wee bit sketchy ain't it?
Regardless...
It's been years since you average commercial flashcarts have been produced, so your selection is limited.
First off:
A 32Mbit cartridge will handle near any CGB game.
However, 16Mbit cartridges are about the only common flashcarts out there now, because they're used for LSDJ.
BleepBloop's USB Cart is essentially the top-of-the-line nowadays.

16Mbits unfortunately, BUT, on-board USB, no external programmer or anything.
It's also cheaper than getting one of his Non-USB carts + Programmer
About the only 32Mbit cartridge being made nowadays would be this: Smartboy
The Smartboy is actually a clone of something called the GBCartFlasher, the design of which is free and opensource.
If you have reasonable experience in electronics, you could make your own.
You can get old (and I do mean OLD), 32Mbit Smart Carts still, plus the programmer as well.

It'll do the job, but wouldn't be my first choice.

Re: GameBoy Color Flashcart
I Have A Question Though. Why are they so expensive when they are for an old game console?
Re: GameBoy Color Flashcart
Because they're unconventional.
There's not a huge market for them, and these aren't old products, they're new.
DS Flashcarts are cheap because they make THOUSANDS of them at once.
These things are expensive because they're made by people/groups, not huge companies, and in very small amounts.
