Since the DS's CPUs aren't fast enough to support WPA, I doubt that it could be fast enough to play flash videos.

It's simply way too slow. It can just barely play MP3 files, so I doubt it can support flash. It may possibly be able support some old version of Flash (Around 5 or so) but that's no use at all. (It means only vector graphics, possible lag if bitmap graphics are being used, and no video support)
It might be possible to play flash videos from backup gear if you have an insanely optimized playback engine, but still I doubt even that.
