MAME32 osd_init failed. Help me!

MAME32 osd_init failed. Help me!

I have mame32 on my computer, and it was working fine with directx 6.1 that came with windows 98. However, I upgraded to windows 8.1, and now I get osd_init failed. Also, I downgraded to Directx 7 and I get the same error.

What gives? I want to run this this with direct3d, not direct draw!

Megaman Power Battle currently plays at a MINIMUM of 300% with direct draw, but was only a little choppy with directx 6.

EDIT: I got it to work with Directx 6 again. But it's chopppppyyy!
