Shunt-Regulated Op Amp question

Hey all, I'm hoping someone can help.

I'm trying to make a voltage doubler out of an op amp with a reference. The LM10

When I make this circuit, it just bypasses the op amp and outputs V+, since the circuit attaches V+ to Vout and presumably(?) drains off excess to regulate Vout.

Any idea what's up? The op amp isn't fried. Pics if needed.
