PSU mod question.

Hello, I was wondering if I could cut the voltage lines on a computer psu without draining the caps and not die.

Unless you're cracking the PSU open with it plugged in and running then you're in no danger, and if you are then you have other issues that need dealt with first. 
If you mean the 12v, 5v, etc. wires, just unplug everything, especially the AC power cable, and you'll be fine.
If you're planning on messing around with the mains (AC) side of things, then you need to know what you're doing in there first before attempting it.

Screwing up is one of the best learning tools, so long as the only thing you're not learning is how to screw up.
