I have one of those ATGAMES systems that you can play the Genesis games on, and the video quality is not very good. My question is: is there an inexpensive IC that i can buy to convert the composite to S-Video? Any help would be awesome, thanks.

Converting composite to s-video would be pointless. If you want to add s-video output to any game system, you need to take it apart and isolate the luma and chroma signals before they're combined. Naturally, you can't do it with every system, the NES combines the signals internally in its PPU chip. There's no simple answer to your question, unfortunately. Some versions of the Genesis have an encoder chip that can output s-video with modifications, but who knows what's in those genesis on a chip systems.
