Li po issues

I think I locked/fried the PCB, but everything is wired correctly. They wont charge, and won't output. Any advice?

Measure the voltage.

Then stare at the battery until you get one. I dunno. They are like 10 bucks.

Whats the point? I know it isn't outputting the correct/any voltage and isn't charging. I do not need a multimeter. If i accidentally bridge the b+ and b- contacts would that fry it?

you should gave a multimeter, then you would be able to answer these questions yourself
try disconnecting the battery leaving it for a while then re connecting it.
then plug in a charger.
if still not working
then with amultimeter ummm with your tounge then, check to see the voltage supplieed to the batteries when there being charged. then unplug the charger conect your multimeter tounge again, and check the voltage that the batteries are pumping out

Look, im no buying a multimeter. As i said before, I know they are either undervolting or not putting out a voltage at all. My question is, is there a way to fix a locked/fried pcb?

1) You are being difficult. You cant know anything about the voltage without actually measuring it. When trouble-shooting you cant make a good decision on a statement like

You cant really "know" anything specific if you later qualify it with "either". Which is it? You can keep guessing if you want...
