Nah, my ps1 can't play backups, but I like the PC idea more becuase its customizeable.

Modded Xbox will be a fraction of the price of the custom PC idea and can emulate up to N64 and best of all, plays Xbox games. All you need is a modchip and a nice big hard drive.

I can get a PC for 0-25$ then a few $ for a video card with svideo. An xbox here costs around 60-70$+ a mod chip

Getting back to your original question, I actually did something like this (not yet complete).
I used a mini-itx motherboard (less than 7 inches square, about 1.5 inches in height). They have built-in processors and composite out. I also used a discrete graphics card (N64 and PS1 emulation requires it), but for primarily 2D systems, you wouldn't even need that.
Best of all, it can be done for $150 or so:
- Mini-itx mobo (and processor)
- pico-itx power supply
- stick of RAM
- some sort of case
- PC-compatible video game controller

Thanks, I'll keep it in mind if I raise my budget, but for now Im looking to keep as low a budget as possible.

Just buy the cheapest junk computer you can get your hands on. If you don't care about size then you can REALLY cheap out. Salvage old parts and ask people for their 'crashed' computers.

A Nintendo Wii works pretty well for this purpose if you're willing to do the Twilight Princess hack on it. Then again, a lot of NES and Genesis games are on the Virtual Console, so you wouldn't even need to do that if you're willing to pay for all your games.
