I can't order anything online, what could I use to get plastic?

Here, this link should help you learn about vacuum forming.
I'm not sure exactly what you mean by workable plastic. Most people get a sample from polycase then dremel out space for the screen/buttons etc. Most plastic is made from molds and is not intended to be workable. Like Tibia said, you might be able to find some scrap plexi which can be workable with the right amount of heat.
Just look at the "Super Genintari" on the main page. It was made out of plexiglass.
