And this is the internet. There's no reason why people states away should do your dirty work, for all the effort it took to make this post, you could've used the phone book, yellowpages.com, AND Google.
Personally, I think your best bet is to find someone who knows how to weld, otherwise now is your best time to learn.
You could also look into buying an old, non-working go kart for its frame, assuming you have a working engine and all that.
