I think the Aspire One is the winner. Sure, the "best" one is $399, but the "cheap" one is $329. It's not the easiest thing to do, but you can put a 1GB RAM card in it to bring it to 1.5GB. If you need more storage space you can put a SD card in it to bring the storage up (Not sure what the limit is...

Having more Amps is always ok. Just don't go over on Volts! It's just the way things work: you always want your Voltages as CLOSE as possible and Amps supplied to be at LEAST as much as the demand. There is lots of help for proper soldering over at Makezine. It's mostly about technique - better equipment helps, but knowing the right way to do things makes the biggest difference.

It isn't FREE, but it's pretty darn cheap to use Skype to call landlines or mobile phones in the US or Canada. We're talking unlimited (10000 minutes, actually) time for about $3 (USD) per month.
