Sorted it. DC power supply has its output voltage incorrectly labelled.
Some more testing has shown that the keyboard and touchpad are working perfectly, though the fire buttons designated as mouse 1 + 2 are a little iffy; I my have to redo them.
D-pad and fire buttons not yet connected up.

AAAAARGH!! I'm such an idiot! :evil: Before testing any equipment, make sure that the output voltage selector on your new DC power supply actually does what it says. Selecting 7.5v output it not supposed to output 9v! :x Selecting the next voltage down (marked as 6v), actually outputs the correct 7....

Your best bet is to write down the numbers of any chips on the boards and just go searching for datasheets.
A common video encoder that you may just be lucky enough to find is the Sony CX series... see if you've got one of those somewhere on the board.

It's a slim, model SCPH-70003, so it still has the IDE functionality. The chip is a DMS4 Pro, I wanted that so that it's a case of simple switch-on-and-select-a-game, as the DMS has enough flash rom to store ToxicOS entirely on the chip itself, so it should boot straight to that instead. From that data sheet it looks like those inputs are supposed to come from a lcd driver; there's no mention of video ground or sync signals, so I would presume it's not meant to be driven directly. How do I connect the ps2's power supply to sap power off the Port-DVD's Li battery? Is it as simply as following a few wires?
