Marshallh, you probably know, but UPS sucks balls. They smash stuff, and their uniforms are outrageous.
USPS is way better, but maybe you got some shipping deal with UPS; I don't know.

Dude, I am sorry this is a little late but it is actually a very simple fix. When I was taking out the ports I made sure I had not broken anything on the board by testing it. I got the exact same sound you were describing and the only way to fix it is...................................................

I find that controller wire is the best. You can find 5 different colors within a controller's cords (for gamecube and PS2 controller cords). Great for any controllers you took apart or broke. Lots of wires and stranded copper core.

@Andrewdorsey Lower voltage may or may not have fixed the issue. But when you are getting static noise, it usually means a damaged amp and/or AV chip. You could try desoldering the on board sound amp and wiring directly to the AV chip. If the problem persists then your AV chip is damaged in which ca...

3. throw them into a super small portable that no longer needs an awkward cart slot sticking out the back

Of all the caps you mentioned, I only ever needed the smaller of the 2 audio amp capacitors.
All the other caps I removed from the board and it worked fine. Now, do any of those caps make the composite image quality better???
