I don't think it would be too out of the question for one of those regulators to put something out as high as 4.0V when it is set for 3.3V. It would only take all of the components operating near the top of their tolerances depending on which ones you were using (5% here, 15% there, etc.). Unlikely,...

I would imagine that since that circuit uses those values to determine the output, yes a 200ohm difference would effect the output enough to be undesirable.
