This reminds me of the AVR vs. PIC wars. :P It kinda does depend on the situation, but for general languages to learn just because, like others have said, C is great, then C++. BASIC was my first language, it's pretty fun to code with and is easy to learn. (Plus, the Tandy 102 has BASIC on it. :wink...

If you try and try and still can't get it to work, it's fine to just go with composite. The difference is, really, very minuscule. And the PSOne screen has an excellent comb filter, too. There was a photo comparison around here somewhere, I'll see if I can find it.

Yes, that should be fine. I'm pretty sure it'll be okay under-charging them, as long as it's not over-charging them. (Which it shouldn't.)
And if the charger says it'll work with your scooter, it should work just fine.

Check out the datasheet for the PTH08080. I think it says a 100uF cap on the output will help with that.
