If you've got a spare PS2 lying around, swap the disc reading modules and try again. If it still gives the error, it's a software issue. If it works, it's a hardware issue. I would ask Daftmike. He's very good at writing up circuits on the spot, and recently made a low-battery indicator one. I'm sure it wouldn't be very difficult to do a bit of tweaking to have the LED change to red when the battery is low. Here's a link to the original circuit.
